James A. Rooney, Senior Adviser

James provides the partners at The Policy Partnership with strategic counsel, enhancing their advice to clients at senior level.

As ex-president and chairman of a number of high profile energy and gas companies, he has counselled and directed international energy matters on the Council on International Economic Policy. During this time, he was closely involved in creating the International Energy Agency and steering its initial direction.

James has made an art of rearing businesses to success. As vice chairman of J. Makowski Company, he helped establish the company's reputation as an innovator in the North American natural gas industry and a pioneer in the independent power sector. He also directed the complex government approval process in the US, UK and Canada. James is a non-executive director of Climate Change Holdings, which is a merchant bank providing financial services and products to organisations affected by the convergence of markets and policies on energy and the environment.

He is a graduate of Georgetown University and the Harvard Business School International Management programme.
