Phoenix Natural Gas supplies Northern Ireland. It has invested over £300 million to make natural gas available to over 300,000 homes in greater Belfast.
Its future growth was in danger of being affected by the Government's proposed Climate Change Levy (CCL); key in promoting energy efficiency and reducing greenhouse gas emissions. This tax adds approximately 15% to the typical energy bills of UK businesses.
To avoid being killed off, Phoenix wanted an exemption to expand the natural gas industry in the Province, and fight fuel poverty and pollution.
The Policy Partnership advised on a strategy and our case demonstrated the CCL would be detrimental to a region with the highest energy prices in Europe already. Ministers, regulators and government departments, civil servants and opposition politicians in Northern Ireland and HM Treasury were briefed. We formed a coalition, with organisations such as the CBI, National Lung Foundation and Age Concern, to apply pressure on the Government.
The Government announced that Northern Ireland would be exempt from the CCL for five years; a decision later approved by the European Commission.
