Welfare to work policy has created a market of independent providers that are engaged to secure employment outcomes. This market supports delivery organisations from both the private and not-for-profit sectors and is worth approximately £1 billion per annum.

Yet, despite the fact that all of these providers have the same client - the Government - and face many of the same challenges, the industry lacked a representative voice at national level that was dedicated to influencing welfare to work policy.

The Policy Partnership worked with the industry to create a coalition that would make the case for the private and voluntary sector provision of employment related services.

We helped to organise the industry, devise and articulate public policy positions and commission authoritative research to support the sector. An ongoing briefing programme was created to ensure that key officials, advisers and Ministers across Government understood the advantages of using the private and voluntary sector to secure employment outcomes. While there is still work to be done, the Department for Work and Pensions now acknowledges the contribution of the private and voluntary sector and is opening up new employment programmes that were previously delivered by the public sector to competition.
